Local technological sovereignty is the capacity of a person, a family, an
organization, or a community to understand, operate, repair, and rebuild the
technical systems it depends on, without asking permission and without losing
its data, its history, or its ability to act when an external provider
disappears.

This platform was built around that idea, and this first publication explains
what it means in practice.

## Understandable before powerful

A tool that cannot be understood cannot be trusted with anything important.
Neos projects are published in their true state, documented, and designed so
that their behavior can be inspected and explained. An important tool must be
able to be understood, exported, and rebuilt.

## Portable by design

Knowledge and data live in open, portable formats. Content can be exported,
backed up, restored, and moved between systems without losing meaning.
Portability is not a feature added at the end; it is a design constraint from
the first day. If an idea is worth having, it must be explainable,
documentable, and able to survive.

## Local first

Artificial intelligence, automation, and community infrastructure should be
able to run close to the people who use them, on hardware they control, with
models and data that remain under their authority. A community should not
depend on a single connection to keep communicating. The AI can propose and
execute tasks, but the final authority remains with the person.

## Recoverable always

Every serious system fails eventually. Sovereignty means preparing for that
moment: verified backups, rehearsed restores, anchored rollback points, and
documentation that is available when the machine fails, not after. Organizing
components, decisions, and processes is a concrete form of independence.

## What follows

The projects published on this site, from the knowledge platform itself to
Neos Manager, the Community Mesh, local AI work, and the Operations Database,
are steps toward the same goal: technology that augments human autonomy
instead of replacing it. Future publications will document each step, with
its evidence, its limits, and its open questions.
